    go to this video and its LEGO Universe and the Server is completely done and also it was published months after the closure, is this Real or Fake

    That was done by Shival. Shival was a Mythran in LU he did videos of unreleased content after the closure of LU. He’s been contacted and is not interested in helping with reviving LU.

    Chances are, it was an official dev server still up when it was recorded. I could be wrong though.

    He might still have access to the Dev server yes. But it would most likely be illegal for him to publicly release it.
