Error with LU CMS

Connect Error (2002) No such file or directory
That error shows up whenever I try to upload the Localhost SQL to the CMS, on the set up. I have XAMPP and everything running, but it just won’t connect.
I don’t understand why? I’ve done everything right? Can anyone tell me if I haven’t?
It also comes up with this.

You have most likely either entered your credentials wrong or have a problem with access permissions. Make sure your SQL location is localhost instead of 127.0.0.1 (or maybe you should try 127.0.0.1 instead of localhost to force a TCP/IP connection) if you are accessing locally to avoid a TCP socket permission issue. Also make sure username and password to the database are correct, and that file permissions are 755 or similar so you can read and write.
That’s the website, it won’t connect.
1. Don’t use the zip files name as a pth, these numbers are just hilarious.
2. You need to set up a database with your hoster, local XAMPP will not work that way.
3. Just don’t do it, if you already fail there.
