I’m sorry but if you can’t do simple steps like these you probably shouldn’t be running a public server.

I’d recommend just learning how to set up a localhost server for yourself. Things like XAMPP and importing the database are explained in various tutorials. I’d check YouTube for some tutorials on how to do so or also browse past posts in the forums because there are many helpful posts buried that could help you pick up some things on how to set it up.
