So, WeslyJB, to my understanding, you are mad because Egmo banned you for something bad that you did that was necessary. Because if my reasoning is correct, that is the funniest and stupidest thing I have ever heard. 😀
It is corrupted, so get the torrent download, torrent client is required. HERE is a link to a torrent client download. It is completely safe.
Your ISP wouldn’t let you even download the torrent client. That’s weird, because I know that most ISP don’t let you download illegal torrents such as free game copies but I haven’t heard of not even the torrent client and getting open source software. Check the ISP’s rules to make sure that you can get open source products.
Just another question, do I just leave VS Studio open and running and then launch my 0.6.3 server or can I close the project?

There is a server that you can host from your computer but no help will be provided on setting it up. There are instructions on setting it up in the README file. HERE is the link to the download. Again, no help will be provided for non-release versions of LEGO Universe.
