If you’re referring to LEGO Universe itself, the LUNI server is basically a tool to let you roam the worlds. However, with version 0.8, which the public servers are based on, features such as multiplayer, items, travel, chat, and some NPC progress have been implemented. Since you mentioned you don’t have a PC capable of accessing the game, you can always look for videos demonstrating LU public servers online.
